The only people who say Measure A is supposed to build affordable housing are the people against it, who likely would squeal about any of "them" coming into their neighborhoods. And 'the market' is subject to supply and demand. Prices are coming down in communities where building all types of housing is encouraged.
I don't see how this helps the housing market. Vacant apartments in high end condos will not rent at affordable prices. And, if I understand correctly Air bnb properties are exempt because they had good lobbyists. I guess you would have to hope the revenue raised would actually go toward affordable housing and not to fill the budget gap.
